The QP range is specific to every codec. These controls enable
VP8 drivers to define the supported range.

When the framebuffer device is shutdown, it is possible that
the display commit thread has already been stopped. In such
scenarios, ensure that we not attempt to stop the thread again
to avoid any potential crashes.

When the interactive governor selects to run at max frequency it doesn't
re-schedule the timer until it hits an idle. This change checks if the CPU
has been continuously busy for last 100ms on hitting an idle start. If yes,
then floor_validate_time is reset so that the CPU stays at max frequency
for at least another 100 ms before stepping down.
This is an important feature for detecting CPU intensive workloads which
require high frequencies for achieving better performance.

The CPU clock source MUXes cannot switch while a CPU is in
retention, but callers of acpuclock APIs may not known that
the CPU is in retention.
Fix issue by disabling the cpu clk before entering retention and
re-enable them on exit. This would temporarily switch the CPU to 300Mhz
and clk api would buffer any clock requests until the clk is enabled
when the core comes out of retention.

Add device tree entry for enabling support for allowing vdd
minimization without putting phy into retention. This will
avoid power consumption due to leakage current seen on 8610
platform.

As a part of usb disconnect, usb will be put into low power mode
by putting phy into retention, voting for xo shutdown and vdd
minimization, also turning off LDOs. But on 8x10 platform,turning
off regulators is causing leakage current due to hardware limitation.
Hence add support for vdd minimization without putting phy into
retention to prevent power consumption. Also disable id pull up
as recommended by hardware team.

MDSS HW with decimation block present, uses two SMP clients, Y and UV,
regardless of YUV surface is interleaved or planar. Current code takes
care of planar format but not interleave YUV. Fix this by temporarily
converting those formats to pseudo-planar while calculating SMP
requirements.
