msm8974: Reserve memory for ramconsole

* Samsung's implementation of ramconsole depends on the device
   being at DEBUG_LEVEL_HIGH, which makes collecting crash logs
   from devices in the wild impossible.
 * Enable the standard ramconsole by reserving persistent ram.
