Yan He 878aec7371 msm: sps: remove the dependency in Kconfig ...

SPS driver is needed for all the current chipsets since BAM HW and
use cases are available on them. And SPS driver is no longer
dependent on OCIMEM. Thus, update the Kconfig file for this.
