Commit 19c8bb98de51275392f5236636b9b7c68f3494b2 added a property to indicate that the L2 SAW shall be used as APCS master when msm_spm_set_vdd() is called. However, it seems that this change failed to update the msm8974pro-pm.dtsi file to set this property, resulting in breakage of msm8974pro support.
